Research by the Recruitment and Employment Confederation (REC) suggested that employer awareness has increased to around 70 per cent.

AWR's implementation will mean that recruitment agency workers will be entitled to the same pay conditions as those who are permanently employed by a company once they have been in the role for over 12 weeks.

These conditions cover basic pay and benefits as well as holiday entitlement and childcare facilities and have left many employers with much to think about. 42 per cent of employers have stated that they are still considering how to respond.

Despite the positive developments, REC's head of policy, Gillian Econopouly, told HR Magazine that the onus is still on recruitment agencies to communicate with their clients about the changes. 

It appears unlikely that the new regulations will lead to a drop in the usage of employment agency workers, considering previous research from the REC stated that 77 per cent of businesses plan to maintain or increase their use of agency staff this year.

Furthermore, a source from People Management stated that some 13 per cent of agency workers would experience an increase from their current level of pay.
